آمارهای رسمی دولت آمریكا نشانگر آن است كه از هر سه زن در ارتش این كشور یكی هدف تجاوز به عنف نظامیان قرار می‌گیرد. حتی در این مورد كتابی هم با عنوان 'تجاوز به عنف دشمن خودی' انتشار یافته است. این كتاب داستان تكان دهنده زنان نظامی را شرح می دهد كه قربانی سواستفاده جنسی همرزمان آمریكایی خود شده‌اند.

همچنین در یك نظرسنجی از زنان شاغل در ارتش آمریكا كه توسط دانشگاه آیووا و با بودجه وزارت دفاع آمریكا در سال 2003 انجام شد، آمده است كه از میان 500 زن شاغل در ارتش آمریكا بیش از 30 درصد آنها مورد تجاوز قرار گرفته یا تجاوز به آنها ناكام مانده است. در همین حال وزارت دفاع آمریكا، در گزارش اسفناك سالیانه خود در سال 2010 تخمین زد كه 90 درصد این تجاوزات گزارش نمی‌شود.

**اذعان رسانه های آمریكایی به تجاوز در ارتش و بی توجهی مقامات

روزنامه لس‌آنجلس تایمز در نسخه سی ام ژانویه 2008 خود در مطلبی با عنوان 'تجاوز در ارتش آمریكا'، اعتراف كرد كه ارتش آمریكا تجاوز، آزار و اذیت جنسی زنان را نادیده می‌گیرد.

تارنمای شبكه خبری سی بی اس نیز در 18 مارس 2009 در مطلبی با عنوان 'گسترش تجاوزهای جنسی در نیروهای نظامی آمریكا' می نویسد: قربانیان(تجاوز در ارتش آمریكا) امیدی برای رسیدگی واقعی به پرونده خود را ندارند، چراكه بیشتر موارد نادیده گرفته می‌شوند. برپایه آمار پنتاگون در سال 2006 میلادی، نزدیك 2974 مورد تجاوز گزارش شده است كه تنها 292 مورد از آن‌ها بررسی شده و تعداد ناچیزی از متهمان به شكل جدی جریمه شده‌اند. مجازات‌ها و جرایم متناسب با جرم نیست و ممكن است، محكوم شدگان تنها تنزل درجه پیدا كرده و یا میزان ناچیزی از حقوقشان كم شود. هم‌چنین قربانیان به دلیل ترس از تمسخر، آزار و اذیت بیشتر، جرات گزارش دادن ندارند.

روزنامه نیویورك تایمز هم در اواسط مارس 2012 در سر مقاله ای اعلام كرد كه 65 درصد زنان ارتش آمریكا مورد تجاوز جنسی قرار می گیرند.

نیویورك تایمز با بررسی بحث تجاوز به زنان در ارتش آمریكا و اظهارات 'لئون پانه تا' وزیر دفاع این كشور نوشت كه این مساله چندسالی است به یك معضل و چالش اساسی برای وزارت دفاع آمریكا تبدیل شده است.

این روزنامه در آغاز آمار تكان دهنده ای از تجاوز به زنان در جامعه آمریكا ارایه كرده و می نویسد: 'آمار خشونت و تجاوز علیه زنان جامعه همچنان بالاست و به طور میانگین تخمین زده می شود كه 17 درصد از آنها قربانی تجاوزگری ها هستند.'

سپس با اشاره به گسترش روزافزون آمار آزار و اذیت جنسی زنان در ارتش، می افزاید: 'در سال 2006 بین 23 تا 33 درصد از زنان ارتش آمریكا مورد تجاوز قرار گرفته بودند، اما آمارهای اخیر پنتاگون پیرامون آزار و اذیت جنسی در سال 2010 تا 2011 عدد 65 درصد را نشان می دهد كه نشان از رشد عجیب آن است.'

در ادامه این گزارش درخصوص مشكلات و موانع پیش روی قربانیان آمده است: 'بسیاری از قربانیان می ترسند به جایی شكایت كنند.'

به نوشته این روزنامه آمریكایی در سال 2010 كمتر از 21 درصد قربانیان آزار و اذیت جنسی به دادگاه مراجعه كرده اند، چراكه یكی از عمده مشكلات آنها موانعی است كه سیستم قضایی پیش روی آنها قرار می دهد، به همین دلیل حدود 6 درصد آنها به خاطر اینكه از پیگیری كارها و اصلاح امور ناامید شده اند ناچار به ترك كار خود در ارتش شده اند.

در همین رابطه سایت اینترنتی بوستون گلوب در خبری در 18 اسفند 1390 گزارش داد كه 8 زن ارتش آمریكا كه مورد تجاوز، آزار جنسی و بدرفتاری قرار گرفته اند، در این خصوص اقامه دعوی كرده اند.

برپایه این گزارش، شكایت نامه این زنان در دادگاه محلی آمریكا در واشنگتن ارایه شد و در آن مقام های عالی آمریكا از جمله پانتا، گیتس و رامسفلد به فرار از رسیدگی به این موضوع متهم شده اند. از میان این هشت زن كه در نیروی دریایی آمریكا به خدمت پرداخته اند، هفت تن در اتاقی در پایگاه هوایی- دریایی فلوریدا مورد تجاوز قرار گرفته اند و هشتمین نفر زمانی كه در عراق مشغول خدمت بود مورد تعرض قرار گرفته است. در ادامه آمده است كه این زنان اكنون با افسردگی، نگرانی و بیماری های روانی دست و پنجه نرم می كنند.

در این گزارش به نقل از ریچارد بكر یك فعال ضد جنگ آمریكایی آمده است: 'نظامیان زن در ارتش آمریكا با سختی های خاص خودشان مواجه هستند. آنها در ارتش هدف آزار و اذیتهای جنسی قرار می گیرند. البته این مشكل فقط برای زنان حاضر در ارتش آمریكا نیست بلكه زنان در جامعه آمریكا نیز با چنین مشكلاتی مواجه هستند. فرهنگ آزار و اذیت زنان در ارتش آمریكا نهادینه شده است و مقامات مافوق نظامی كه این كار را انجام می دهند با مصونیت می توانند هركاری كه می خواهند بكنند بدون آنكه عواقبی متوجه آنها باشد. زنان نظامی حاضر در ارتش آمریكا شبها به شدت می ترسند، زیرا از این بیم دارند كه به آنها تعرض جنسی شود.

این مساله در ارتش آمریكا كاملا شناخته شده است. فرماندهان بلندپایه ارتش آمریكا سبب ایجاد شرایطی در میان نظامیان شده اند كه زمینه را برای چنین اقدامات خشونت آمیز و غیراخلاقی برضد زنان نظامی مهیا می كند. درواقع، آنها فضایی را ایجاد كرده اند كه تشویق كننده به این كارهاست و خود آنها این رفتارهای غیراخلاقی با زنان نظامی را سرپوش می گذارند.

اگر زنان نظامی بخواهند به علت آزار و اذیت جنسی ازسوی نظامیان متعرض، شكایت كنند، قربانی رفتارهای جنسی غیراخلاقی در آینده می شوند و به جای آنكه مشكلاتشان حل شود، اوضاع بدتر می شود.'

شبكه تلویزیونی بی‌بی‌سی حدود یك سال پیش از این در برنامه ای كه به گفت ‌وگو با یكی از سربازان زن شاغل در نیروی هوایی آمریكا اختصاص داشت، ضمن اعلام سختی‌های كار زنان در ارتش این كشور به آزار و اذیت جنسی زنان در ارتش آمریكا ازسوی همكاران مرد خود اذعان كرد و یاد آور شد كه در عین حال تمهیداتی برای برخورد با متخلفین ازسوی مقامات آمریكایی در نظر گرفته نمی‌شود.

'مارتی ریبیرو' زنی كه سابقه خدمت در ارتش آمریكا را داشت در این مصاحبه گفت: با ورود به ارتش چیزی را دیدم كه انتظار دیدن آن را نداشتم. وی با اشاره به خدمت پدر خود در ارتش آمریكا گفت: آن ویژگی‌های شخصیتی كه در پدرم هرگز مشاهده نكردم، در ارتش آمریكا دیدم.

این سرباز زن آمریكایی كه قربانی تجاوزات جنسی در ارتش آمریكا نیز بود، در توضیح این گفته خود افزود: در ارتش آمریكا به هر فرد دستور داده می‌شود كه در مناطق جنگی اسلحه خود را به روی زمین نگذارند، اما من در لحظه‌ای كه برای استراحت و كشیدن سیگار اسلحه خود را به زمین گذاشتم ازسوی همكار مرد خود مورد تجاوز قرار گرفتم.

ریبیرو با اشاره به اینكه برای طرح شكایت خود، این موضوع را با مسوولان ارتش آمریكا در میان گذاشته است؛ گفت: متاسفانه آنها به من اخطار دادند، درصورتی كه علیه آنها تشكیل پرونده دهم، از آن به اتهام ترك وظیفه (زمین‌گذاردن اسلحه) بر علیه خودم استفاده می‌كنند.

در پایان باید اشاره كرد كه این وضعیت پیچیده و بغرنج در میان زنان سرزمینی ایجاد شده است كه سیاست مداران آن همواره مدعی از دست رفتن حقوق انسان ها بویژه زنان در سرزمین های دیگرند. آنان درحالی با شعار دفاع از حقوق بشر به كشورهای دیگر لشكركشی می كنند كه حتی قادر به تامین امنیت شهروندان خود هم نیستند. ارتشی كه در آن برده داران از سربازان به عنوان برده های جنسی استفاده می كنند.
